A strong holder offering (SHO) is generally a fundraising mechanism where the eligible investors are selected based on their on-chain activities and the other proprietary data sets. It enables a project to attract the funding from the individuals who are holders of a specific cryptocurrency. It basically targets the public investments and also is a product of the DAO Maker that heavily makes use of it for helping launch new projects in the cryptocurrency space. It can open to the people who have held a competitor coin for 6 months or even to active liquidity providers on a DEX.
