It refers to the amount of time taken by a computer (a packet of data to travel from one point to another) on one network for communicating with a computer on another network. This can be either expressed as an absolute time or a relative time with respect to when the request had been sent. The blockchains are based on the consensus mechanism where the miners depend on the speed to earn rewards and thus network latency is important.
