It is a decentralized framework that is used for organizing as well as integrating the updates or improvements to the blockchain networks. This provides the users with the ability to vote directly to alter the underlying protocol in the blockchain governance. Blockchain governance might be difficult as it is a decentralized system. Two examples of the On-Chain Governance are Tezos and Decred.
