It is a kind of blockchain governance where the decisions are made informally and away from the primary code base of the blockchain. In this network, the stakeholders compete for control by collaborating in a variety of methods. Some popular examples of off-chain governance procedures on public blockchains include online forums, discussions on social media, conferences and several other events. The transaction that takes place in this network is termed as Off-Chain Transaction.
